The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: In accordance with the provisions of Section 91 of the Town and Country Planning Act, 1990 ( as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.

Before the development is constructed a landscape planting scheme shall be submitted to and approved in writing by the local planning authority and shall be carried out prior to the first use of the building hereby approved. The trees/shrubs shall be protected and maintained, and dead or dying trees/shrubs shall be replaced to the satisfaction of the local planning authority for a period of five years following their planting. Reason: In the interests of visual amenity and in accordance with Policy D19 of the Local Plan.

No development shall commence unless a Construction Environmental Management Plan has been submitted to and approved in writing by the Local Planning Authority. The works shall be carried out strictly in accordance with the approved plan. The plan shall include: • Construction vehicle movements; • Construction operation hours; • Construction vehicular routes to and from site; • Construction delivery hours; • Expected number of construction vehicles per day; • Car parking for contractors; • Wheel washing facilities; • A scheme to encourage the use of Public Transport amongst contactors; and • Measures to avoid traffic congestion impacting upon the Strategic Road Network. Reason: This condition is pre commencement in the interests of Highway Safety and in accordance with Policy D13 of the Local Plan.

No work shall commence beyond DPC level on site until an appropriate right of discharge for surface water has been obtained before being submitted to and approved in writing by the Local Planning Authority. A drainage scheme for the site showing details of gullies, connections, soakaways and means of attenuation on site shall be submitted to and approved in writing by the Local Planning Authority. The drainage works shall be carried out in accordance with the approved details, unless otherwise agreed in writing with the Local Planning Authority. Reason: This is in the interests of Highway Safety and in accordance with Policy D13 of the Local Plan.

The area allocated for parking and turning on the submitted plan, drawing number 8456-DAR-ZA-ZZ-DR-A-002 Rev. PL2 shall be provided prior to the first use of the building, kept clear of obstruction for the duration of the use and shall not be used other than for parking and turning of vehicles in connection with the development hereby permitted. Reason: In the interests of Highway Safety and in accordance with Policy D13 of the Local Plan.

All the recommendations of the approved Measures only Travel Statement shall be implemented in accordance with the timetable therein. Thereafter the development shall operate the Approved Travel Plan or any variation of the Travel Plan agreed in writing by the Local Planning Authority for the lifetime of the development. Reason: In the interests of Highway Safety and in accordance with Policy D13 of the Local Plan.

The development shall not be brought into use until a Service Management Plan has been submitted to and approved in writing by the Local Planning Authority. The development shall be operated in accordance with the approved Service Management Plan for the lifetime of the development, unless otherwise agreed in writing by the Local Planning Authority. Reason: In the interests of Highway Safety and in accordance with Policy D13 of the Local Plan.

The hours of working shall be limited to 05.00 - 23.00 Monday - Sundays. Reason: To safeguard local residents from noise and disturbance during unsocial hours.

Any lighting or illuminated signage shall be turned off within 30 minutes outside of opening hours. Reason: In the interests of safeguarding amenity of surrounding residents and uses.
