The proposed development lies adjacent to the scheduled monument of Stowey Castle, the site of St Michael's Chapel and a medieval kiln site (National Number. 1019421). The castle is a well preserved example of a 12th century motte and bailey Castle, with a stone keep. The exposed remains of the keep are a Grade I listed building (National No. 1059074). The development as proposed would impact significantly upon the currently unrestricted views from the bailey towards the built up area of Nether Stowey. The proposed development would neither sustain nor enhance the setting of the scheduled monument and listed building and would cause harm to the significance of the complex of designated heritage assets. It would also remove further the undeveloped area of land, which makes a strong and essential contribution to the significance of the castle. The loss of separation of the castle from Nether Stowey would also result in significant harm to the setting. The development will not make a positive contribution to the setting of the heritage asset and this is not considered to be outweighed by any positives resulting from the development. Further, the location of the dwelling on raised ground, significantly above that of the adjacent dwellings would result in a detachment to the established pattern of development around the based of the castle resulting in a significant and detrimental visual intrusion onto the space. The proposal is contrary to Policies D2 and D26 of the Sedgemoor District Local Plan and advice contained within section 16 of the National Planning Policy Framework.
