The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: In accordance with the provisions of Section 91 of the Town and Country Planning Act, 1990 ( as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.

Prior to the commencement of the development hereby approved, details of a scheme for the management of foul water (which takes account of the existing sewage treatment apparatus serving the adjoining Yew Tree Farm, The Ale Barn and The Old Cider Barn) should be submitted to and approved in writing by the local planning authority. The scheme shall be managed and maintained in accordance with the approved scheme for the lifetime of the development. Reason: To ensure the development is served by an adequate and non-polluting means of foul drainage in the interests of the amenity of the locality in accordance with Sedgemoor Local Plan 2011-2032 Policy D24.

Works to the barn hereby approved to be converted to a dwelling shall not commence unless the local planning authority has been provided with either: a) a copy of the licence issued by Natural England pursuant to Regulation 55 of The Conservation of Habitats and Species Regulations 2017 authorising the development to go ahead; or b) a statement in writing from the licensed bat ecologist to the effect that she/he does not consider that the development will require a licence. Reason: In the interests of the strict protection of European protected species and in accordance with policy D20 of the Sedgemoor Local Plan 2011-2032.

Works to the barn hereby approved to be converted to a dwelling shall not commence until: a) Demolition/construction operatives have been inducted by a licensed bat ecologist to make them aware of the possible presence of bats, their legal protection and of working practices to avoid harming bats; b) An improved cavity bat box, to accommodate any discovered bat(s), will be hung on a suitable tree or building on or adjacent to the site at a minimum height of 4 metres as directed by a licensed bat ecologist. Any such box will be maintained in-situ thereafter; and c) Works potentially affecting bats will then proceed under the supervision of the licensed bat ecologist. Reason: To ensure the strict protection of European protected species and in accordance with policy D20 of the Sedgemoor Local Plan 2011-2032.

Prior to first occupation of the dwelling hereby approved, unless additionally modified by Natural England licence, the following bat roosts shall be provided in accordance with a design which shall have been submitted to and approved in writing by the local planning authority: A dedicated loft space with entrances suitable for lesser horseshoe and long-eared bats will be provided in the roof space of the garage and or another building. The location of roosts entrances and internal details will be set out in the design. Any areas that are accessible to bats must be lined with traditional black bitumen felt (type 1F) to avoid the risk of entanglement of bats. Modern roofing membranes will not be permitted in areas which are accessible to bats. The floor of the loft will be constructed 22mm boarding and any small gaps filled with sealant. Below the floor a ceiling shall be constructed with 19mm Gyproc Plank covered on the underside with one layer of 12.5mm plasterboard. The cavity between the floor and ceiling will be filled with a layer of insulation (12kg/m³); and A Schwegler 1WQ bat box mounted on the west elevation of a building at least 4 metres above ground level and away from windows. Once provided, the approved roosts will be maintained thereafter. Reason: In the interests of the Favourable Conservation Status of populations of European protected species, and in accordance with policy D20 of the Sedgemoor Local Plan 2011-2032 and with Government policy for the enhancement of biodiversity as set out in the National Planning Policy Framework (170d).

Prior to first occupation of the dwelling hereby approved, a 'lighting design for biodiversity' shall be submitted to and approved in writing by the Local Planning Authority. The design shall show how and where external lighting will be installed (including through the provision of technical specifications) so that it can be clearly demonstrated that areas to be lit will not disturb or prevent species using their territory or having access to their resting places. All external lighting shall be installed in accordance with the specifications and locations set out in the design, and these shall be maintained thereafter in accordance with the design. No other external lighting shall be installed without the prior written consent from the local planning authority through submission of a planning application. Reason: In the interests of the Favourable Conservation Status of populations of European and UK protected species and in accordance with policy D20 of the Sedgemoor Local Plan 2011-2032.

Prior to the first occupation of the dwelling hereby approved, provision will be made for nesting swallows, for example within a structure providing shelter, such as an open fronted log store or bespoke box attached to the wall, and with the provision of artificial two artificial nest cups within. A scheme showing how this will be implemented shall be submitted to and approved in writing by the Local Planning Authority. The approved scheme will be implemented in full and maintained thereafter. Reason: In accordance with Government policy for the maintenance of biodiversity as set out in the National Planning Policy Framework (170d) and Sedgemoor Local Plan 2011-2032 Policy D20.

Prior to the first occupation of the barn conversion hereby approved the existing vehicular access in the south east corner of the site shall be stopped up and its use permanently abandoned. Reason: In the interest of highway safety in accordance with Sedgemoor Local Plan 2011-2032 Policies D13 and D14.

Prior to the first occupation of the barn conversion hereby approved the existing agricultural building (indicated as 'existing shed' on the submitted and approved Proposed Block Plan Drg No. J1888/05) shall be demolished and all resulting materials immediately removed from the site. Reason: In the interests of the amenity of future occupants in accordance with Sedgemoor Local Plan 2011-2032 Policy D25.

Within six weeks of the first occupation of the barn conversion hereby approved the residential use of the three static caravans (as indicated on the submitted and approved Proposed Block Plan Drg No. J1888/05) shall cease and the caravans permanently removed from the site and the land restored to its former agricultural condition. Reason: The application site is located within the countryside where residential development is strictly controlled and in the visual amenities of the area in accordance with Sedgemoor Local Plan 2011-2032 Policies CO1 and D2.

The existing clay roof tiles on the development hereby approved shall be retained and any which have deteriorated beyond reasonable use shall be replaced with reclaimed tiles of matching profile and colour. Reason: To preserve the rural character and traditional appearance of the former barn in accordance with Sedgemoor Local Plan Policies CO1 and D2.

The permission hereby granted only permits the conversion of the barn to a dwelling. The existing building shall not be demolished and/or replaced with a new structure. Reason: The proposal is only acceptable as it involves the conversion of an existing building. Conversely, the construction of a new building in its place would be contrary to paragraph 55 of the National Planning Policy Framework.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any Order revising revoking and re-enacting that Order with or without modifications), there shall be no enlargement or extension of the development hereby permitted, including any additions or alterations to the roof, or insertion of new or enlargement of existing window or door openings, or erection of any outbuildings without the prior written approval of the local planning authority by submission of a planning application. Reason: In the interest of the amenities of the area in accordance with Sedgemoor Local Plan 2011-2032 Policies CO1 and D2.
