The development hereby permitted shall be begun by 28 February 2021. Reason: In accordance with the provisions of Section 91 of the Town and Country Planning Act, 1990 ( as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.

No development shall commence until the local planning authority has been provided with either: a) a copy of the licence issued by Natural England pursuant to Regulation 53 of The Conservation of Habitats and Species Regulations 2010 authorising the development to go ahead; or b) a statement in writing from the licensed bat ecologist to the effect that he/she does not consider that the specified activity/development will require a licence. Reason: This is a pre-commencement condition in the interests of the strict protection of European protected species.

All ecological measures and/or works shall be carried out in accordance with the details contained in sections 5.1.1 to 5.1.6 of the submitted and approved 'Bat emergence and re-entry surveys' report (Western Ecology, 10 October 2017) unless modified by the Natural England licence. Reason: In the interests of the strict protection of European protected species.

Provision should be made for nesting swallows. A scheme showing how this will be implemented should be submitted to and approved by the Local Planning Authority. The approved scheme will need to be implemented prior to the first occupation of the development hereby approved and retained in that fashion thereafter. Reason: In accordance with Government and local policy for the maintenance of biodiversity.

Prior to the first occupation of the development hereby approved, a 'lighting design for bats' shall be submitted to and approved in writing by the local planning authority. The design shall show how and where external lighting will be installed (including through the provision of technical specifications) so that it can be clearly demonstrated that areas to be lit will not disturb or prevent bats using their territory or having access to their resting places. All external lighting shall be installed in accordance with the specifications and locations set out in the design prior to the first occupation of the development hereby approved, and these shall be maintained thereafter in accordance with the design. No external lighting shall be installed (other than the lighting approved in the design) without the prior consent from the local planning authority. Reason: in the interests of the Favourable Conservation Status of populations of European protected species.

Prior to the first occupation of the development hereby approved the improvements to the existing access shall be fully implemented in accordance with the details on the submitted and approved Survey, Block Plan and Location Plan drg. no. 1774/P05b. The improved access shall be retained thereafter. Reason: In the interest of highway safety.

The area allocated for parking and turning on the submitted and approved Survey, Block Plan and Location Plan drg. no. 1774/P05b shall be kept clear of obstruction and shall nto be used other than for parking and turning of vehicles in connection with the development hereby permitted. Reason: In the interest of highway safety.

Any entrance gates shall be hung to open inwards, shall be set back a minimum distance of 5m from the carriageway edge and thereafter shall be maintained in that condition at all times. Reason: In the interest of highway safety.

Provision shall be made within the site for the disposal of surface water so as to prevent its discharge on to the highway. Such provision shall be installed prior to the first occupation of the development hereby approved. Reason: In the interest of highway safety.

The existing roof clay pantiles on the development hereby approved shall be retained and any which have deteriorated beyond reasonable use shall be replaced with reclaimed tiles of matching profile, material and colour. Any additional tiles required for the covering of the lean-to on the west elevation shall also be reclaimed clay tiles. Reason: To preserve the rural character and traditional appearance of the former barn.

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any Order revising revoking and re-enacting that Order with or without modifications), there shall be no enlargement or extension of the development hereby permitted, including any additions or alterations to the roof, or insertion of new or enlargement of existing windows or door openings, without the prior written approval of the local planning authority. Reason: To preserve the rural character and traditional appearance of the former barn.
