The site is located outside of the settlement boundary in an area that is rural in nature. It is not considered that the site is within a hamlet where there is a clearly defined nucleus of existing dwellings or that the proposal would amount to infilling the main built up area of the settlement. The proposed development would represent an unsustainable form of development and therefore would be contrary to Policies S2, D9, CO1 and C02 of the Sedgemoor District Local Plan.

It has not been demonstrated that the proposed development would not add to nutrient loads (phosphorous) within the catchment of the Somerset Levels and Moors Ramsar site. As such, the proposed development fails to accord with the requirements of the Conservation of Habitats Regulations 2017, as required under Section 3 (1) of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) and is contrary to policy D20 of the Sedgemoor Local Plan 2011-2032.
