It has not been demonstrated that a clearly established functional need exists for a further, fourth permanent dwelling to meet the genuine, lawful agricultural and tourism needs of the enterprise. Nor has it been demonstrated that the claimed need could not be fulfilled by any of the three existing dwellings on the holding, other available dwellings in the area or through the conversion of existing buildings at the site. The proposal is therefore contrary to policies S2 and D10 of the Sedgemoor Local Plan 2011-2032.

The design and siting of the development does not positively respond to and reflect the characteristics of the site and identity of the surrounding area which comprises rising land in the setting of the Quantock Hills Area of Outstanding Natural Beauty. The proposal would give rise to harmful impacts on the setting of the AONB, increased domestication of the area and increased lighting to the detriment of the wider landscape. The proposal is therefore contrary to policies D2 and D19 of the Sedgemoor Local Plan 2011-2032 and to the objectives of the AONB Management Plan 2019-2024.

Insufficient information has been provided to establish the extent that protected species may be affected by the proposed development. Without such information it is not possible to determine whether all relevant material considerations have been taken into account. The proposal is therefore contrary to Section 99 of the Government circular 2005/06 on biodiversity and geological conservation and contrary to Sedgemoor Local Plan 2011-2032 policy D20.
