The site is located within the hamlet of Keenthorne where a small number of residential properties are located in a low density form. Policy CO2 of the Sedgemoor Local Plan states that small scale infill development could be acceptable in principle in some small villages and hamlets where a clearly defined nucleus of dwellings exists, with the built up area forming a tightly knit cluster. A nucleus of a reasonable scale would typically be at least 10 existing dwellings. The scheme as submitted for a self-build dwelling would not comply with Policy CO2 of the Local Plan by virtue of its location amongst a very small number of dwellings. As a result the proposal will not equate to an acceptable small scale infill proposal in a clearly defined rural settlement due to the low density form of the hamlet. The site, in planning policy terms, is defined as countryside and therefore development should be appropriately controlled as it would need to relate to a specific countryside need. As a result the proposal would be contrary to Policies S2, D9, CO1 and CO2 of the Sedgemoor District Local Plan as the dwelling would be located within the countryside, within an unsustainable location and without sufficient policy justification to be exceptionally supported.
