The proposed dwelling represents a cramped and contrived form of development that would result in the proposed dwelling having an unsatisfactory relationship with the existing dwelling (34 Church Road) and it would have an adverse impact on the amenity of neighbouring residents, by reason of noise, disturbance and loss of parking provision. The proposal is therefore contrary to Policies D2, D13, D14, D24 and D25 of the Core Strategy.

The application site is located within flood zone 3a. The Local Planning Authority considers that there is insufficient information contained within the flood risk assessment to be certain that the development would be safe for its lifetime and therefore the proposal fails to pass the Exception Test. The proposal therefore fails the exception test and is contrary to Policies D1 of the Local Plan and the National Planning Policy Framework.
