The proposed residential development, for which no exceptional justification has been put forward, would constitute unjustified residential development in the countryside. As such the proposal is contrary to policies S2 and C01 of the Sedgemoor Local Plan 2011-2032 and policies BE5 and BE6 of the Cheddar Neighbourhood Plan.

It has not been demonstrated that the proposal would safeguard the favourable conservation status of bats, a protected species. As such the proposal is contrary to policies D20 and D23 of the Sedgemoor Local Plan 2011-2032.

It has not been demonstrated that this site, by reason of its close proximity to The Cider Barn to the northwest, could be developed in a manner that would protect the living conditions of future occupiers and ensure that the operation of this business will not be unduly restricted. As such the proposal is contrary to policies D24 and D25 of the Sedgemoor Local Plan 2011-2032 and paragraph 172 of the National Planning Policy Framework and policy BE4 of the Cheddar Neighbourhood Plan.

It has not been demonstrated that the development of this site within the Mendip Hills Area of Outstanding Natural Beauty would conserve and enhance the natural beauty and exceptional character and quality of the landscape. As such the proposal is contrary to policy D19 of the Sedgemoor Local Plan 2011-2032.

The proposed development would result in a multiplicity of accesses onto the public highway, which would be likely to increase the risk of hazards and inconvenience to all users of the highway and insufficient information has been provided to enable a full assessment of this traffic impact. The proposal is therefore contrary to Section 9 of the National Planning Policy Framework and Policies D13 and D14 of the Sedgemoor Local Plan 2011-2032.

The creation of an access as proposed to the site in connection with the development would be likely to increase the conflict of traffic movements close to an existing junction(s) resulting in additional hazard and inconvenience to all users of the highway and insufficient information has been provided to enable a full assessment of this traffic impact. As such the proposal is contrary to Section 9 of the National Planning Policy Framework (NPPF) and Policies D13 & D14 of the Sedgemoor Local Plan 2011-2032.

In the absence of a justifiable and acceptable scheme there are no identified benefits that could weigh against the loss of this grade 2, best and most versatile, agricultural land. As such the loss of this grade 2 agricultural land is unwarranted and contrary to policy LEH1 of the Cheddar Neighbourhood Plan.
