Duty to refer form

Under the Housing Act 1996 (as amended), s213b certain public authorities are obliged to notify the Local Authorities Housing Advice Department of any service users that they consider may be homeless or at risk of becoming homeless within 56 days

Public Body - Duty to Refer

From October 2018, the Public authorities that are subject to this duty are:

  • Prisons

  • Youth Offender Institutions

  • Secure Training Centres

  • Secure Colleges

  • Youth Offending Teams

  • Probation Services (including rehabilitation companies)

  • Jobcentre Plus

  • Social Services Authorities

  • Emergency Departments

  • Urgent Treatment Centres, and

  • Hospitals in their function of providing inpatient care

Before making any referral you will need to have the consent from the individual to send the referral along with their contact information, and have allowed for them to identify which authority in England they wish to be referred to.

If you are one of the above listed authorities and are working with a client who is homeless or at risk of homeless, please complete the form below to refer them into the Housing Advice Team, subject to their consent being received. Once the referral has been received the Housing Advice Team will make contact to ensure that advice can be offered.
