The Burnham and Highbridge Area Neighbourhood Plan: Referendum 20th September 2018

Sedgemoor District Council has now received the final Examiners report on the Burnham on Sea and Highbridge Area Neighbourhood Development Plan.  The Examiners report recommends that subject to the modifications contained within the report, that the Neighbourhood Development Plan should proceed to referendum. 

The next stage is for a referendum to be held on the NDP.  This will ask voters the question "Do you want Sedgemoor District Council to use the neighbourhood plan for Burnham on Sea and Highbridge to help it decide planning applications in the neighbourhood area?"  The referendum will be held on Thursday 20th September 2018.

Examination

Janet Cheesley, Chartered Town Planner, MRTPI was appointed as Independent Examiner of the Burnham on Sea and Highbridge Area Neighbourhood Development Plan.  The Examination of the plan started on 14th May 2018 and the examination was conducted without a hearing.

Environmental Assessment

In February 2017, the Burnham and Highbridge Draft Neighbourhood Plan 2014 - 2032 was submitted to Sedgemoor District Council for assessment to determine whether it is likely to have significant environmental effects.  The draft plan was screened in accordance with Part II of The Environmental Assessment of Plans and Programmes Regulations 2004 to determine whether SEA was necessary, in consultation with the statutory environmental bodies. Separately, it was screened in accordance with the Habitat Regulations to determine whether Appropriate Assessment was necessary. Sedgemoor District Council has determined that the Burnham and Highbridge Draft Neighbourhood Plan 2014 - 2032 is not likely to have significant environmental effects and that an environmental assessment is not required in respect of the draft plan.  The Determination under Regulation 9(1) and the accompanying Statement is available as a PDF download below, although should a hard copy be required please contact the Planning Policy team using the contact details below.

Public Consultation

The Burnham and Highbridge Area Neighbourhood Plan was formally submitted to Sedgemoor District Council in September 2017. A formal 6-week public consultation period was held between 10th October 2017 and 21st November 2017.
