Strategic Housing Land Availability Assessment (SHLAA)

The Council last prepared a Strategic Housing Land Availability Assessment (SHLAA) in 2014 and this formed one part of the evidence base for the stage 1 consultation on the Council's Local Plan Review. Following this previous consultation and an ongoing call for sites, an updated SHLAA was completed in September 2016. This has informed the Council's Proposed Submission Draft Local Plan and forms part of the evidence base for consultation on the draft plan.

The purpose of the SHLAA is to:

  • Identify potential housing sites;
  • Assess sites on a consistent basis;
  • Give an initial site appraisal based on the best immediately available information, without prioritising sites;

It is important to note that the SHLAA identifies potential housing land, it does not make judgements about whether this should be included in the Core Strategy or whether it should form part of the 5 year housing supply. Our 5 year land supply report is available as a separate document on the evidence base section of the website. Therefore, when a site is identified in the SHLAA this does not guarantee its inclusion in revised development plans or that planning permission will be granted. It forms part of the initial evidence base used in the review of planning policies to ensure any review is as thorough as possible. The SHLAA has no status as policy in its own right.

If your site is rejected, or not included within the SHLAA, this does not preclude you from applying for planning permission. Planning applications will be assessed against the requirements of the adopted Core Strategy. Sites may also still be considered as part of the Local Plan review process.
