 Conditions and Reasons

The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: In accordance with the provisions of Section 91 of the Town and Country Planning Act, 1990 ( as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.

Before the use hereby permitted is concerned, the applicant shall submit, to the Council's satisfaction, a waste management plan for the proper storage and disposal of straw and dung, including an undertaking not to burn any straw and dung on site and no straw or dung shall be stored or disposed of otherwise than in accordance with the plan submitted. Reason: To prevent undue problems to neighbours from flies, smells and unwanted smoke.

The building shall not be used for the intensive rearing of poultry or pigs without the prior written permission of the local planning authority. Reason: In order to safeguard local residents from excessive noise and odour.

The use of the stables and storeroom hereby approved shall be limited to that of the owners and their immediate family for equestrian purposes and ancillary storage of equipment/feedstuff in connection with the horses only in a private and personal capacity and shall not be used for any commercial or business purpose or be let or rented out to any other parties at any time. Reason: The local planning authority does not wish to see any commercial or business use in this attractive rural area and in the interest of visual amenity.

No floodlights shall be erected or installed on the building or in the field(s) without the prior approval of the local planning authority. Reason: In the interest of visual amenity of the attractive rural area.

The existing southern boundary hedge shall be retained, maintained and replaced as necessary at all times and shall be kept to a minimum height of 2.5m at all times. Reason: In the interests of visual amenity.

No horse boxes, lorries, caravans or other vehicles or structures shall be stored on the application site at any time. Reason: in the interest of visual amenity in this attractive rural area.

Prior to the use of the stables and storeroom hereby permitted, the external walls shall be stained a dark brown colour. Reason: In the interests of visual amenity

Full construction details of finished floor levels and flood resilience matters shall be submitted to and approved in writing by the local planning authority prior to any development taking place. Reason: For the avoidance of doubt and to protect properties from flooding.

The building shall only be used for equestrian purposes and shall not have any other use without the prior written permission of the local planning authority. Reason: For the avoidance of doubt and to protect neighbouring properties from inappropriate uses.

The stables and store room hereby permitted shall be removed and the land shall be reinstated to its former condition when the equestrian use of the building ceases for a continuous period of 3 months or more. Reason: In order to protect the rural environment and to ensure that the building is justified in planning terms in this attractive rural area.

The equestrian use hereby permitted shall be commenced within 3 months of the date of consent. Reason: For the avoidance of doubt and in the interests of proper planning.
