 Conditions and Reasons

The development hereby permitted shall be carried out in accordance with the approved plans listed in schedule A. Reason: For the avoidance of doubt and in the interests of proper planning.

The dwellings hereby permitted shall not be first occupied until the five parking Spaces, 3 for one of the dwellings and 2 for the other and a parking space for No. 70 Castle Hill, and turning space for vehicles, (as shown on the submitted drawing 1518) have been fully provided and constructed within the site in accordance with the details approved in writing by the Local Planning Authority. Such parking spaces and turning area shall be kept clear of obstruction at all times and shall not be used other than for parking and turning of vehicles in connection with the dwellings hereby permitted and No. 70 Castle Hill. Reason: In the interests of highway safety and in accordance with Policies D9 and D10 of the Core Strategy and D14 and D15 of the emerging Local Plan.

There shall be no obstruction to visibility greater than 900mm above adjoining road level forward of a line drawn 2.4m back and parallel to the nearside carriageway edge over the entire site frontage with Castle Hill.  Such visibility shall be fully provided before works commence on the dwellings hereby permitted and shall thereafter be maintained at all times. Reason: In the interests of highway safety.

Provision shall be made within the site for the disposal of surface water so as to prevent its discharge onto the highway, details of which shall be submitted to the Local Planning Authority within 3 months of the date of this decision. The development shall then be carried out in accordance with the agreed details prior to the occupation of the first dwelling and maintained thereafter at all times. Reason: In the interests of highway safety and in accordance with Policies D9 and D10 of the Core Strategy and D14 and D15 of the emerging Local Plan.

Surface water drainage (land drainage) details, to include the method of dealing with the surface water from the proposed development shall be submitted to the Local Planning Authority within 3 months of the date of this decision to be approved in writing. The approved drainage scheme for the site shall then be carried out in accordance with the agreed details prior to the first occupation of the dwellings, retained and maintained in accordance with the agreed details. Reason: To ensure that the development is served by an adequate system of surface water drainage (land drainage) without detriment to adjoining properties in accordance with Policies D1 of the Core Strategy and the emerging Local Plan.
