Consultation on the first stage of the Local Plan review took place between the 26th October 2015 and 18th January 2016. This was complemented by a range of consultation events held across the District. A total of 1,776 written comments were received from over 400 respondents. All representations received can be viewed on the Council's Online Consultation Portal. These comments are taken into consideration during the preparation of the draft Local Plan.
To inform the Local Plan Review, a number of evidence base studies have been updated and are referred to throughout the consultation document. Updated studies include the Strategic Housing Land Availability Assessment (SHLAA), Strategic Flood Risk Assessment and Role and Function of Sedgemoor settlements. These can be viewed in the Evidence Base documents of the Council's website.
The additional consultation ran from 27th June to 8th August 2016. It followed on from the Local Plan Stage 1 Consultation that was held from October 2015 to January 2016. The consultation document covered areas where the Council considered further focused consultation important to inform the new Local Plan:
Bridgwater Indicative Options (East): Options for residential development on land to the east of Bower Lane/Dunwear Lane in Bridgwater (Options C and D in the previous stage 1 consultation document), where further land had been promoted. Additional consultation focused on an updated indicative Masterplan of what development in this area could look like. We then considered all site options across Bridgwater, including the ones we consulted on previously, to decide which to include in the Proposed Submission Local Plan.
Tier 1 Settlements (refined options): Refined options for the settlements identified within Tier 1 (Burnham-on-Sea, Highbridge, Cheddar and North Petherton), where the Council is looking to allocate development sites to meet the District's growth requirements. These settlements will benefit from a location specific place-making policy to give more certainty of what development will come forward over the plan period (up to 2032). Whilst the earlier stage 1 consultation document only included boundaries based on available land promoted to the Council, the additional consultation focused on indicative Masterplan options for the sites considered most appropriate for development.
In support of the additional consultation, five further public drop in events were held.
All comments received can be viewed on the Council's Online Consultation Portal.
A consultation statement published as part of the proposed submission consultation stage sets out in more detail how representations received during both the initial and the additional consultation have been taken into account in the draft plan.
The Council undertook public consultation on the Proposed Submission Local Plan 2011-2032 (Regulation 19) between 30th January and 17th March 2017.
The consultation document sets out the Local Plan that the District Council proposes to submit to the Secretary of State of Communities and Local Government. The Local Plan relates to the whole District and provides a strategy for delivering growth for Sedgemoor District up to 2032. The document provides the vision, strategic policies, development management policies and site specific allocations for delivering new homes, jobs, services, facilities and infrastructure. Responses received during the consultation period can be viewed on the Council's Online Consultation Portal.
All representations received were submitted to the Secretary of State to be considered as part of the public examination by an independent Planning Inspector.
